從JCI評鑑視域觀看台灣醫療照護品質提升之反思

Retrospective review on the quality improvement of Taiwan's medical care from the JCI hospital accreditation's refinement

摘要


目的:國際醫療品質部門(JCI)醫院評鑑條文,於2017年7月再次更新為第六版。本文旨在從JCI評鑑條文修正方向,觀看照護面向亟待提升及改善之處,期以提供臨床醫療照護領導者參酌及反思。方法:比較JCI評鑑條文第五版及第六版醫療照護之差異。結果:第六版JCI評鑑醫療照護條文修訂內容與方向,整理彙整包含:(一)全面性的病人安全要求與規範;(二)強調病人權利及鼓勵病人發言;(三)重視藥品儲存/審核/時間安全性;(四)確保充分的清潔、消毒、滅菌,降低感染風險;(五)明確且標準化的訊息管理。結論:安全流程的擬定、執行,有助病人安全,從JCI醫院評鑑條文修訂方向反思,將有助於臨床醫療照護流程精進與品質的提升及改善。

Purpose: An updated sixth edition of the Joint Commission International (JCI) hospital accreditation was formulated in July 2017. The aims of this article are to explore the direction of the JCI hospital accreditation re-provisions, to improve aggressiveness of clinical care, and to provide to leaders the consideration and reflection. Method: Compare the differences between fifth and sixth editions of JCI accreditation provisions. Results: The sixth edition of the JCI accreditation includes the following amendments which revise the content and the direction of the medical care provisions: (1) To provide the comprehensive requirements and norms of patient safety; (2) To emphasize patient rights and to encourage patient to speak out; (3) To emphasize the importance of drug storage/audits/time safety; (4) To ensure adequate cleaning, disinfection, and sterilization in order to reduce the risk of infection; (5) To standardize message management comprehensively. Conclusion: The formulation and the implementation of the JCI hospital accreditation procedures are helpful in patients safety improvements and clinical quality care.
