中文版公共服務動機量表之信效度驗證

The Validation of Chinese Version of Public Service Motivation Inventory

摘要


隨著全球化、資通科技發展及政經社會環境重大變遷的影響,政府部門必須轉化成為具備主動性和預應力的治理機關,方能有效因應環境的挑戰。公務人員的公共服務動機(public service motivation, PSM)為公務人力資源發展的重要基礎,PSM已逐漸成為公共行政領域的重要議題,PSM量表亦廣泛應用於公共人力資源 相關研究。然而,不同國家的歷史和體制可能會造成對PSM解釋的差異,以致PSM量表在非美國背景的實證研究中,其信效度表現不佳。有鑑於此,本研究以Perry的PSM量表進行跨文化翻譯程序,針對2011年地方特考及委升薦訓練學員進行二次預試,修正量表題項;再就2011年高考基礎訓練受訓學員施以問卷調查結果,確認PSM量表之信效度。研究結果顯示,「公共利益承諾」、「同情心」及「自我犧牲」等三構面的中文版PSM量表適用於我國文化背景,且信效度表現良好。

Along with the globalization, development of information and communication technology (ICT), as well as drastic changes in politic, economic and social environments, the government has to transform itself into an active and proactive organization to cope with the challenges from its context. Public service motivation (PSM) is the fundamental of human resource development in public sectors and has increasingly become an important issue in the field of public administration. Although the PSM inventory has been extensively applied in investigations related to public human resource, the differences in history and systems in different countries may result in distinctions in PSM explanation. As a result, empirical investigations which used the PSM inventory in the countries other than US have demonstrated that the reliability and validity of this instrument were poor. Accordingly, this study used the transcultural translation processes to translate Perry's PSM inventory into Chinese version. Two pilot studies were conducted among those who passed the local special and promotion examinations in 2011 to modify items in the Chinese inventory. Then, the main study, using the modified inventory, was conducted among new mid-level public servants who received the fundamental training program in 2011 to verify the validity and reliability of the inventory. The results demonstrate that the dimensions of commitment to public interest, compassion, and self-sacrifice in the Chinese PSM are applicable in Taiwanese cultural context with acceptable validity and reliability.
