This study was conducted through Delphi technique. After a thorough review of literature of past decade, the researcher prepared a questionnaire draft for the purpose of evaluating agriculture pre-service teachers. There were 30 participants from agriculture school administrators as well as scholars from various universities to modify this draft thrice. Finally, after the third version of questionnaire was completed, a face-to-face meeting was conducted to discuss the details. As a result, 79 evaluation criteria were ready to evaluate the performance of those pre-service teachers serving in agriculture high schools. The Delphi group also reached an agreement on grouping criteria for formative and summative evaluations, and thus could be used as tools for perspective evaluators.
