行政機關推行電子化政府政策之研究-以海巡署為例

Research on E-Government Policy in Taiwan: A Case Study of the Coast Guard Administration

摘要


政策制訂顯示政策制訂者的企圖心,同時透過政策的執行將政策付諸實現,並且發生效果。不過,政策制訂者的意圖與雄心、目標與理想,常常因爲執行者的態度而無法實現,因此,完善的政策制訂端賴於實務的政策執行。爲此,本文試應用「政策執行力模式」分析海巡署推行行政電子化政策之形成與發展,以海巡署推行行政電子化之網絡概念說明行政機關因應電子化政府政策而推行行政電子化之互動關係與行爲,並著重於政策網絡參與者之組成及其互動關係問之轉變,以及對於海巡署行政電子化政策形成之影響。 本文首先透過「議程設定」的概念,分析我國「電子化政府」政策之形成過程,再搭配政「策執行力模式」,瞭解政策執行過程中主要受到三大類原因左右,包括政策本身內容之設計、執行組織之網路關係與政策標的團體三者。這樣的「政策執行力模式」能簡潔的表達政策過程各部分的複雜互動關係,繼之將其運用於海巡署行政電子化政策過程,藉由分析海巡署行政電子化政策網絡之形成、發展與變遷,最後,提出研究結論與政策建議。

The making of policies reveals the makers' goal. By putting these policies into practice, effects will occur. However, the makers' attempt, ambition, goals, and ideas cannot be completely accomplished or reflected due to the attitude of the executor, therefore, the perfection of policy making depends on how well the policies are executed. This thesis aims to make use of the model of policy implementation ability and to analyze the formation and development of the policy implementation of administrative digitalization in the Coast Guard Administration (hereafter, CGA). It takes the framework of the execution of administrative digitalization in the CGA as an example to illustrate the actions of administrative organizations and the interactions between the CGA and administration when executing the policy of E-Government. The organization of the policy makers, the change of the interactions among makers, and the effect of the policy formation of administrative digitization will also be discussed in this thesis. In the beginning, this thesis analyzes the formation of E-Government policy in our Nation in the light of the concept of agenda setting. According to the model of policy implementation ability, it is easy to understand that the process of policy execution is mainly influenced by three factors: the design of the policy, the structure of the execution organization, and the objects affected by policy execution. This model briefly displays the complicated interaction between policy making and executing in each process. Furthermore, it can be applied to the process of the policy of administrative digitalization in the CGA in order to analyze the formation, development, and change of the framework of the policy of administrative digitalization in the CGA. The conclusion and the suggestions will be proposed in the last chapter.
