跨區域產業群聚發展趨勢與策略

The Trend and Strategy of Cross-border Industrial Cluster Development

摘要


由於資通訊科技及其應用不斷推陳出新,再加上全球化的發展趨勢,國與國之間在政治、經濟貿易上互相依存的程度更加緊密,使區域間呈現彼此合作且競爭的競合態勢。企業在全球不同區域群聚佈局以掌握市場、人才、成本、原材料與創新能量等競爭優勢,藉由資通訊技術,跨越國家與區域界線的限制,結合全球產業供應鏈上的各環節,而形成跨區域產業群聚的發展趨勢。台灣以往的產業群聚發展,其製造、研發與創新活動均受限於特定地理區位,在產業發展邁向全球鏈結之際,須藉由對目前跨區域間產業群聚競合趨勢的掌握,依不同產業特性、不同價值活動與區位選擇,發掘台灣產業群聚在跨區域新興群聚網絡中的佈局與定位,以成功建構台灣成為亞太區域製造、研發、創新及服務中心。本研究以半導體產業為背景,訪談半導體產業群聚之管理單位、廠商與公協會,運用紮根理論分析歸納出跨區域群聚合作的六個重要考量因素,分別為文化、價值鏈中的分工與定位、社會網絡、風險分擔、經濟規模與其他政策誘因,作為台灣發展跨區域群聚合作的參考,以藉由掌握跨區域群聚之脈動邁向國際鏈結,提升台灣永續競爭優勢。

Due to the fast development of information communication technologies/applications, the trend of globalization, as well as the closer interdependency between countries both politically and economically, the situation of co-opetition among regions are more common than before. To secure the market, talent, cost-reduction, raw material/key component supply, and innovation momentum, enterprises tend to position globaly by using the information communication technologies to break through the boundaries of countries and regions. The critical nodes of global supply chain are then integrated forming a trend of the development of cross-border industrial clusters. The industrial cluster development and regeneration in Taiwan, including manufacturing, R&D, and innovative activities, were bounded by specific geographical boundaries and limited in certain areas. Under the circumstances of toward globalization and the situation of co-optition, enterprises in Taiwan have to monitor the trend of cross-regional industrial clusters positioning then propose the coping strategy. To develop Taiwan as a manufacturing, R&D, innovation, and service hub in Asia-Pacific regions, explore the global positioning, and boost development/regeneration of Taiwan industrial clusters in the cross-regional cluster web, it is critical and urgernt to carefully examine characteristics of different sectors, valuable activities, and location selection cross different regions. Related cluster management organizations, enterprises, and public research/networking organizations of semiconductor industry across different regions were interviewed and data was analyzed based on grounded theory. Six critical factors, including Culture, Positioning in the Value Chain, Social Networking, Risk Sharing, Economic Scale, and Incentive Policy were induced providing strategic thinking of the cross-border cluster positioning and. development/regeneration for Taiwan industrial clusters.
