海岸線與面積之遙感測繪應用研究

Study and Application of Coastline Mapping and Area Estimation

摘要


在國土資源調查上,快速而可經常性的量測與更新眾多島嶼之海岸線與面積資訊並非容易之事,過往研究大多局限於片段岸線測繪或變遷分析,本研究以SPOT衛星影像進行海疆島嶼之海岸線與面積遙測分析,可快速提供與更新國土資源資訊,是國土資源之經營管理很好的輔助工具。實例研究採用區域成長趨近法(region growing approach 簡稱RGA)針對澎湖群島十個島嶼進行分析,結果顯示海岸線與面積遙感偵測平均誤差分別約為4%及6%,此外,實例遙測分析東沙島之岸線與面積,其誤差亦約在10%。實例研究發現遙測國土資源分析技術研發試驗可行性甚高,將可解決現地國土普查遲緩與資料更新困難問題,快速、安全又可經常進行普查更新資料,不失為一有效而可輔助國土資源調查量測的工具與方法。除可明確量化邊陲國土資源分布範圍及海岸線與面積大小之外,亦可掌握海疆國土最新資訊,對邊陲海疆國土的確保與國威宣揚,都有莫大的助益。此外,尚可標繪露頭珊瑚礁,提供行船安全之參考,亦可資海洋生態、環境與漁業等相關分析研究和調查應用。

Due to high cost for field survey of land resources, it is hard to quickly survey and update information on the coastline and area of numerous islands. Some early investigations were limited to coastline mapping and detecting change along particular areas of shoreline. This study applies SPOT imagery by image process to map the coastline and then estimate the total area of the islands of Penghu. The automatic detection and analysis of the coast lines and areas of islands through an image process is used to retrieve and update land resource information quickly, effectively and economically. Remote sensing technology is considered an effective auxiliary tool for field surveys. Case studies conducted on the ten isles of the Penghu archipelago using the Region Growing approach demonstrate that the average errors in coastline mapping and isle area estimation are around 4% and 6%, respectively. For Dongsha island the land resources estimated by remote sensing has an error of approximately 10%. Remote sensing of land resources can not only quickly obtain brand-new and updated information, but also facilitate the control and management of national land resources. Incidentally, the present study can identify reefs and improve navigational safety. This approach can also provide relative information to evaluate marine ecology, marine environment, fisheries, and so on.
