摘要

這篇論文利用〈臺灣總督府公文類纂〉，探討在臺灣帝國日本開始殖民地統治的狀況，著眼兩個角色：一、臺南民政支部和安平民政出張所等等的在臺南地域的地方行政機關，二、有關臺灣人事務取扱委員和保安局評議員、安平六社社長等等的下層行政機關的臺灣人名望家。這篇視角是：地方行政的結構不是從上層行政提供的堅固的，而是有臺灣人名望家的影響且變化不定的。而且透過分析臺灣人名望家親手寫過的檔案，探討該時代在臺南臺灣人社會的自主行動和意識。

This paper uses official documents from the Office of the Governor General of Taiwan to examine the situation in Taiwan at the time imperial Japan began its colonial rule. It focuses on two players: firstly, local administrative authorities in the Tainan City region, such as the Civil Affairs Department, Taiwan Division and the Anping branch office; secondly, some Taiwanese local elites in local administrative organizations such as the members of the Taiwanese Affairs Committee and the Peace Keeping Society, as well as the six villages in Anping. This paper suggests that structure for the local administration at the times was not provided by the administration at upper levels, nor was it solid. It was rather influenced by Taiwanese elites and was ever changing. In addition, through a close scrutiny of documents handwritten by these Taiwanese local elites, this paper delineates the autonomous actions and self-consciousness of the Taiwanese society in Tainan City during the period under review.
