便捷有效的公眾服務,是凝聚民眾向心力與提升國家競爭力的關鍵。近年來,各國相繼引進資訊通信科技,建設電子化政府,希望有助於人民福祉的提升,擴大民眾參與的管道與內涵,帶動政府行政革新,引導數位化知識與學習,結合科技與生活形成網路化社會。 我國電子化政府建設自八十六年以來,透過健全基礎建設、加強行政資訊應用、促進資訊流通及提供網路服務等政策推動,已初具成效。為符合以民眾需求為中心之理念,尚需全國各機關通力合作,以創新思維提供人民更貼切的服務,並突破相關困難,包括:環境面-基礎設施、資訊組織人力、經費、服務管道等之強化;制度面-強化法制基礎、加強首長重視、推動網路申辦、網站推廣維護等;技術面-以網路服務(web services)技術提供跨機關協同運作功能及機制,促進跨機關資訊服務整合。
Internet and related technologies profoundly transform society and efficiently facilitate government services. In essence, the effectiveness of government service is crucial to citizen satisfaction and global competitiveness. In order to attain these stages, governments around the world have recently leveraged ICTs and focused on e-service infrastructure which will not only increase the welfare of their citizens but also fundamentally change citizen's participation behavior in public affairs. Furthermore, the maturity of e-services will dramatically improve the internal governance and organizational reforms. Since the initiative programs in 1997, Taiwan has improved e-services to some extents. However, in the near future, we still have some challenges at hand, such as the quality of information manpower, information reorganization and budgets shortage, cross-agency integration, technology adoption, etc. In this paper, we highlight some implementation strategies and conclude with some policy suggestions.
