將族群關係課題,關聯到台灣社會福利領域中來探討,仍是一相當晚近的事。民國八○年代中期以來,隨著行政院原住民族委員會的成立,考量族群關係的社會福利政策議題,才開始受到較多的關注。 在台灣社會中,將族群關聯到社會福利政策議題時,其重點乃在如何縮短原住民族與漢族間社會生活的落差,及如何考量原住民族的文化和地理條件來規劃社會福利措施的課題。 本文主要運用歷史文獻與實務經驗反思來探討,除簡要敘述台灣光復以來原漢關係概況、以原住民為對象之社會福利提供情形之外,主要乃整理以干預族群差異為目標的社會福利政策之觀點,就贊同和反對兩類意見予以分述並加以討論,以供探討族群與社會福利政策議題之參考。
Probing into the subject of ethnic group relations with social welfare policies has only been exploited in recent years, in Taiwan. Ensued by the establishment of Council of Indigenous Peoples, the Executive Yuan, the considerations on subjects in relations between ethnic groups and its social welfare policies were brought to the spotlight ever since mid 1990s. At current environment of Taiwan society, one main focus during discussions on the subject of ethnic group & social welfare policy is still emphasized on how to close the gap of social living standards between the aborigines and the majority. Still, the other focus is putting the considerations of aboriginal cultures and geographic locations to generate best plans to the subject of social welfare policies. In this paper, it not only will provide current overview and status on the aboriginal relationships with the majority; make focus on the social welfare policies for the aborigine since 1945. But mainly to provide a consolidated point of view and analysis based on the pro and against parties' views and discussions on whether one shall differentiate and interfere social welfare policies among different ethnic groups.
