我國勞退金管理制度之探討與建議

The Exploration and Suggestion of the Domestic Pension Fund Management Institution

摘要


本文針對我國勞退金管理機制進行探討,包括對於勞退金新制的內涵進行分析,而且提出勞退金新制的潛在問題。同時,本文對於勞退金制度的未來發展提出建議,並針對勞退金新制的整合規劃,提出「輔助機制」、「制度機制」與「市場機制」三方面的具體建議。最後,本文針對「勞退金舊制」、「勞退金新制」以及本文建議的「勞退金整合新制」,就制度風險與政策目的進行比較,以期盼建立一套可長可久的勞退金管理制度。

This paper explores the domestic penson fund management institution including the analysis of the essence of the new pension fund institution and the display of the potential problems in the new institution. In the meanwhile, this paper gives some important suggestion to the future development of the new pension fund institution, and makes the concrete suggestion of three dimensions: the assistant machanism, institutional machanism and market machanism, At last, this paper compares the institutional risk and policy purposes of the new integration pension fund institution which this paper advocates with the those of the old pension fund institution and the those of the new pension fund institution, and gives some concrete suggestion to hope to build a permanent pension fund management institution.
