文化公民權之理念與實踐

Thoughts and Practices of Cultural Citizenship

摘要


文建會於2004年提出「文化公民權運動」的政策概念,主要即認為中央及地方政府皆有責任提供足夠的文化藝術資源,滿足各地公民共享文化的權利,全體公民對於文化藝術活動、資源、資產與發展,亦應承擔起參與、支持、維護與推動的責任,進而落實每一個公民在文化藝術與審美資質上的提昇,並成為建立文化國家的基礎條件與普遍共識。 在具體實踐方面除配合行政院推動「台灣健康社區六星計畫」,擴充社區總體營造工作面向與影響範圍,也與「社區大學全國促進會」合作,希望透過目前廣佈全國80多所社區大學的教育課程與活動基礎,積極推動社區營造、公民美學、生活劇場等文化傳習工作;同時,對於文化資產保護的工作上,亦希望藉由「文化資產守護網」的建立,提供民眾參與文化資產保存的工作機會;有關精緻藝術範疇,期盼透過社區劇場、視覺藝術博覽會、表演藝術博覽會、與青少年表演藝術中心之推動,積極輔導全國各級學校成立表演團隊,進而在共同創作、演出的過程中,充實美學素養,養成參與藝術活動,投入藝術活動的興致與熱情,同時,透過全國好書交換日活動,更進一步平衡城鄉之間的文化資源與活動參與的機會。

The Council for Cultural Affairs brought out the concept of the movement of Cultural Citizenship in 2004. Firstly, it is both the central and local governments have the responsibility, to fulfill the citizens' needs for the arts. Secondly, it is all the citizens have the responsibility to join, support and maintain the activities of arts. Thirdly, it is citizens' progress of aesthetics, which is the basic demand to establish a cultural nation. There are some examples about the practices of Cultural Citizenship. Besides supporting the newest community empowerment policy named the Healthy Community Project in Taiwan, the Council for Cultural Affairs has cooperated with the National Association for the Promotion of Community University to implement community empowerment, citizen aesthetics and life theaters. In the aspect of cultural heritage preservation, the Council for Cultural Affairs tries to offer the opportunity for the citizens to join this work by promoting the Cultural Heritage Protective Network. In the field of high arts, by putting forward the concept of community theaters, running visual arts fairs and performing Arts fairs, and planning Youth Performing Arts Center, the Council for Cultural Affairs intend to heighten students' capacity of arts and help schools to setup their theatrical companies. The activity of Good-Book Exchanging Day can step further to shorten the cultural gaps between cities and countries.
