摘要

2001年一架美國海軍EP-3電子偵察機在南中國海執行偵察任務期間，不慎與中國海軍軍機發生撞擊事件，這項嚴重的空中意外事故，不僅是引發了美中兩國在此區域之間的軍事緊張氣氛，更激起美國在這片海域上戰略重要性的重新檢視。其次，2000年後，中國因經濟高度發展，解放軍軍事能力水漲船高，加上習近平上任後，提倡海上絲路的戰略觀點，致使中國在南海海域上不斷增加防衛武力，更加劇了南海海域附近幾個國家的緊張與摩擦。中國軍事武力的提升與美國重新檢視這片區域的戰略重要性，這種博弈局面引發雙方的某種程度的軍事競賽，本文嘗試自2000年開始，以美中兩國元首任期為分界，總整分析各階段的南海戰略觀點的演變，以了解區域國際安全態勢，進而提供台灣在台海兩岸安全防衛做為參考。

In 2001, a US Navy aircraft EP-3, during a reconnaissance mission, accidentally collided with a Chinese Air Force aircraft in the South China Sea. This serious air accident triggered the US to re-examine the escalated tensions with China and the strategic importance of the South China Sea. After 2000, due to rapid economic development, China has improved its military capabilities in this region. Xi Jinping, with his Belt and Road Initiatives, has continuously increased China's defense force in the South China Sea. To some extent, this has ignited military competitions between the US and China. From a military strategic point of view, this paper tries to analyze the evolution of the South China Sea strategic views at various stages in the US and China to understand the regional international security situation, and thus, may be helpful to policy makers in Taiwan when they examine security defense on both sides of the Taiwan Strait.
