旅遊安全管理指標之探討－以國民旅遊為例

摘要

近年來國民旅遊快速蓬勃發展但同時在旅遊過程也頻頻傳出災情，加以旅客倚賴旅行社逐漸加重，故導致本研究欲探討旅行社在旅遊安全管理之議題。爰此，本研究目的主要在探討國民旅遊的旅遊安全指標及各指標之權重，藉以作為未來建構旅遊安全管理系統之依據。
在界定旅遊安全指標部份主要以文獻回顧、專家訪談、法規政策回顧和報章特殊事件回顧等，初步擬定旅遊安全指標構面；並以模糊德爾菲法(Fuzzy Delphi Method)萃取產、官、學專家意見以篩選評估準則。之後，再利用層級分析程序法(Analytic Hierarchy Process)以求取各旅遊安全指標之權重，進而探討不同專家間之差異。研究結果期能減緩旅遊時可能災害之發生，並提供觀光主管機關及業者之參考。

There are the main trends on Domestic Travel in recent years: rapid development, severe travel incidents occurred frequently, and the importance on the role of the travel agency. Such topics on travel safety management cause the research interest. Therefore, the purposes of this study are to study the travel safety indices for domestic travel and to explore the weights of the travel safety indices.
The travel safety indices were mainly collected by literature review, experts interviews, related regulation and policy review, and special incidents on newspaper report. Fuzzy Delphi Method was used to extract the experts' opinion from the travel industry, government and academic units. Then the weights of the indices were calculated through the use of Analytic Hierarchy Process (AHP). The proposition of the travel safety indices will provide the evaluation tool for the travel safety issues and assist in providing references for government officials and the travel industry.
