摘要

前世紀末，雖然自由主義無異議的成為「城裡唯一的男孩」，然而全球化所衍生的眾多政治問題，不論在何種政治制度的國家中，仍然層出不窮。為何理論上狀似相容的自由主義精神與全球融合治理，實務上卻無法同步操作？
對於這個問題，我的假設是，自由主義在從理論成為實際的時期，結合了偏狹的民族主義觀念，並反對一統與合作的世界政體的產生。所以，既然自由主義的基本原則是反對全球化社會的存在，那麼就無法解決逐漸形成的全球化社會所衍生的種種問題。
本文試圖從自由主義的歷史演進中尋找它所遺失的大同主義精神，並且申論該精神的重新研究與喚醒，將會幫助當前全球治理工作的進行。

This paper is dealing with the puzzles created by the contemporary dominating political theoretical tradition-liberalism, and the possible answers to them. Starting with the discussion of political economic problems around the world during the era of globalization, such as global climate change, international terrorism and organized crime, economic recession and development bottleneck, the main efforts of this article will focus on the source and nature of liberalism. And through the thorough examination of liberalism’s theoretical nature, readers will have a clear picture of how liberalism hampered the further integration of the world and why liberalism was destined to be the obstacle on the path to a more harmonized globalization.
