北臺與高高屏區域聯盟治理營運之比較

A Comparison on the Governing Operations of the Northern Taiwan Region Alliance and the Kao-kao-ping Region Alliance

摘要

臺灣在區域發展上，受到全球化競爭的壓力、區域經濟統合的利益、公共議題的跨域特質、公共財生產的規模效益等因素影響，在政治、經濟以及永續發展等環境驅力的牽引下，促使地方政府走出傳統競爭對立關係，逐步展開跨縣市的府際合作，並擴散發展出結盟的合作型態。
本文以北臺與高高屏區域聯盟爲研究對象，運用次級資料分析及深度訪談等研究方法。進一步透過比較研究途徑，從治理的行動、過程以及結果等三個構面，比較二聯盟在運作機制、發展議題、合作範圍、任務類型、制度化程度、合作程度、民主正當性以及區域發展影響性等面向的趨同及趨異性。同時提出改善區域聯盟治理營運的政策思考，以及促進地方政府區域結盟的政策學習等策略性建議。

This study focuses on the Northern Taiwan (NT) and Kao-kao-ping (KKP) Region Alliances. It adopts research methods that include secondary data analysis and in-depth interview. In addition, through comparative approaches under the three facets-governance action, process and outcome-it compares the two alliances in divergence and convergence on operation systems, developmental issues, the scope of cooperation, task types, the level of formalism, the extent of cooperation, the legitimacy of democracy and the impact of regional development. In the meantime, it proposes strategic suggestions for policy thinking on improving the region alliances' operations of governance and for strategic learning on enhancing their formation among local governments as well.
