摘要

2009年12月5日台灣舉行縣市長、縣市議員暨鄉鎮市長選舉。這是繼2005年台灣地方選舉史上首次採取所謂「三合一」選舉的第二次。如何看待和解釋這次選舉的結果，是本文的主要目的。首先，建立在當代美國及台灣投票行爲研究的基礎上，作者嘗試提出一個新的理論觀點，來說明選舉的結果。其次，在選舉過程方面，作者針對了兩黨的候選人提名策略、選戰主軸與議題選擇、執政表現，以及馬英九總統輔選效應，進行了觀察與分析。最後，針對選舉結果，作者提出國民黨敗選的主因，並檢討民進黨整體的選戰表現。

My aim in this essay is to make some observations and analyses on the electoral process and outcome of the 2009 local governmental election of Taiwan. To do so, I put four significant elements of the campaign process into the spotlight, including the nomination controversies, the lack of major campaign issues, incumbent performance, and the weak coattail effect of the president Ma Ying-Jeo. At last, I consider some major factors that may have caused the defeat of the KMT, and further point out what might contribute to the not-so significant victory of the DPP in this election.
