地方首長領導風格對府會互動的影響─前新竹市長林政則的個案觀察為例

摘要

在這二十一世紀全球化的浪潮下，各個國家間的競爭，帶動了城市間的激烈競賽，全球地方政府大刀闊斧地改革，以期能與全球接軌。在這樣的趨勢與衝擊下，縣市首長的領導風格與府會互動關係更是影響地方治理績效的關鍵因素。本文以《遠見雜誌》在2009年針對25縣市長施政滿意度調查結果中，連續三年拿下五顆星最高榮譽的前新竹市長林政則進行個案研究。從「領導風格」與「府會互動」的分析觀點切入探討，藉由文獻檢閱、彙整、與分析的過程，歸納出和林政則市長的領導風格與府會互動相關的議題，結合問卷調查， 並與官方資料比對來剖析林政則市長領導風格與府會互動之關聯性。

Under 21(superscript st) century, the wave of globalization has tremendously effected the high competition among different cities. In order to follow the tendency of globalization, the personal leadership o f local magistatrates and interaction between local government and city council have played pivotal roles on the local governance. This paper employs the former Hsinchu Mayor Lin Junq-Tzer as a case study, who has won the five star ranking by the survey of 25 countries and cities' policy and satisfaction in the 2009 magazine of ”Global View”. The authors try to generalize the characteristics and relationship of Mayor Lins' the ”personal leadership” and ”interaction between executive-legislative relations” by the way of literature review, survey, and questionnaire survey, and analysis.
