社會資本與社區安全推動之關聯性－以台北市內湖安全社區為例

A Research on the Association between Social Capital and Community Safety Promotion: The Case of Neihu Safe Community in Taipei City

摘要

社區安全日益被重視，世界衛生組織因此積極鼓勵各國推動安全社區認證。此外，社會資本常被視為推動認證成功的重要因素之一。基此，本文以台北市內湖安全社區為個案，以驗證性方式，探討社會資本與安全社區計畫推動之關連性。文內先轉化Ansell and Gash所提出之協力治理模型，以作為研究架構。之後，先進行問卷調查，運用相關分析、多元迴歸與結構方程模式等統計方法。最後再運用訪談內容，說明實證發現。研究結果顯示，內湖社區確實存有豐厚的社會資本。許多社區問題之無法獲得改善，並非執行力不足，而是溝通認知存有落差使然，若能強化推動單位之領導風格，不僅可改善地方政府與居民的關係，亦可強化社區安全功效。

Recently, social safety related issues are being emphasized more than ever. The World Health Organization has been actively promoting safe community programs for decades. Social capital has always been recognized to be an essential factor. The main question is to explore the relationship between social capital and community safety promotion. This paper first of all transfers the model of collaborative governance by Ansell and Gash. It conducts both quantitative and qualitative approaches. The former includes Pearson correlation analysis, multiple regression analysis and structural equation model. The latter applies depth interview with the main stakeholders to support the finding. The finding indicates that Neihu safe community is truly rich in social capital, and social capital is crucial to getting the certification of safe community. Moreover, bad communication is found to have caused most of the community problems which remain unsolved over a long time. To empower the key department's facilitative leadership can not only improve the relationship between local government and community residents, but also escalate the possibility of community mobilization to more safety.
