摘要

在極端氣候變遷的時代中，植基於地方社群意識與日常生活，以社區為主體的「永續社區」治理模式，乃是實踐環境治理重要途徑之一。然而，如何精確引導並定期檢核社區實際運作過程，得以持續反省並修正環境治理的各項推動策略？「永續社區治理能力的指標建構」應是一項深具運用價值的政策工具。這類指標體系的設計與推廣，已廣泛流行於歐美各國環境治理社群之間。本文旨在探討永續社區治理能力指標體系如何建構與運用的相關課題。筆者採取文獻回顧、比較分析、政策德菲等三種研究方法，並以「治理能力建構的優位性」與「以生態為基礎的永續發展觀」兩個論點作為分析基礎，架構一個兼顧良善治理機制、生態環境保護、社區經濟發展、社區生活網絡、社區文化保存等5個面向、43項次級要素的永續社區治理能力指標系統。吾人殷切地期盼藉由這項指標體系的建構，能為環境治理與社區營造的學理及實務，注入若干嶄新的討論題材。

In the age of climate change, sustainable community is an important lifestyle to promote environmental governance. However, it must be measured precisely, those community organizations would recognize their daily life situations, and review the capacity of community governance. Now, the sustainable community indicators system-building of governance capacity had been a popular policy tool in the Europe and America. The aims of this study are to highlight why and how to build an indicators system of governance capacity. In order to get this proposal well done, some research methods had been adapted, such as literatures review, comparative analysis and policy Delphi method. Also, we discuss two theories of governance capacity-building and eco-sustainable sense. The authors build a sustainable community indicators system of governance capacity that includes 5 dimensions and 43 indicators, such as to build the mechanism of good governance, to protect the eco-environment, to develop the community economy, to network the community life, and to conserve the community culture.
