政府開放資料之系統性與制度性觀點的分析

摘要

開放政府成為國際間電子治理的新風潮，臺灣政府亦推動了政府開放資料（Open Government Data, OGD）。在此理念與政策甫推動之際，本研究嘗試由開放系統觀以及制度理論的視角，檢視不同行政機關與文官在政策過程的準備情況、挑戰，以及政策目標。研究透過文獻檢閱，以及官產學代表的焦點訪談成果，以歸納並探討重要的實務意涵和理論性概念。最後，將這些問題的焦點，以機關問卷調查更廣泛地求證於不同行政機關OGD承辦人的觀察和經驗。研究成果分別對機關推動OGD的基本資源，軟硬體準備度，成員能力準備度，制度支持性要素，機關因應外部環境回饋需求的困難與挑戰，OGD政策目標和效益，理論可應用性和相關研究有所省思和討論

Just as Open Government has become an increasing trend around the world, the Taiwanese government has followed suit by initiating Open Government Data (OGD) policy in recent years. At this early stage of initiatives, the study attempts to explore the readiness, execution, and challenges of OGD policy among government agencies from the dual perspectives of open system and institutional theory. Through a literature review and a focus group discussion, the study finds several concepts that are significant for practical application and theoretical development of OGD policy. Subsequently, the study surveys public servants from different agencies to demonstrate empirically support for the findings. The results of this study provide government agencies significant insights and practical guidance when they engage in OGD-related initiatives in the future.
