摘要

一、本文以歷史研究與文獻分析法，藉由趨勢、本質、議題結構串聯而成，趨勢是觀察歷史脈動與演進；本質是澄清整個概念的原貌；議題是據以提出實踐策略，期喚起政府社群與社會大眾對「全民國防」理念與教育之重視。二、我國以《國防法》、《全民防衛動員準備法》、《全民國防教育法》做為推動全民國防法制化的法源支柱，彰顯出我國防衛國土的決心與實踐。三、「全民國防」之意涵除包含國防法揭示的三大面向外，還包括全國民眾共同參與戰爭準備的認知，並將整體戰力與防衛意志融為一體的總體國防力量。四、全民國防實踐策略：全面推動全民國防教育、落實動員準備與全民防衛工作、全方位教育全民支持國防、精神動員係全民國防的成敗關鍵。五、「全民國防」不僅是一種概念、一種戰略、一種公民教育，也是「全方位」、「民眾信賴」、「全民參與」、「總體防衛」的國防，以確保國家安全。

1. This essay studies the trend, nature, and agendas of All-out Defense through approaches of historical studies and literature analysis. Identifying the trend is to observe the tide and evolution of history; revealing its nature is to clarify the whole concept of its original features; proposing agendas is to provide a practical strategy for its implementations. It is hoped that through this detailed studies, we can raise the awareness of the importance of ”All-out Defense” policy to the people and communities in our society to support government policy.2. The legal sources for institutionalization of the concept of ”All-out Defense” are based on ”National Defense Law”, ”Total Defense Mobilization Preparation Act”, and ”National Defense Education Act”, which demonstrate ROC government's determination and implementation on defending our homeland.3. The implications of ”All-out Defense” In addition to the three dimensions revealed in the ”National Defense Law”, the implications of ”All-out Defense” also include a common understanding that all fellow countrymen will be involved in the preparation for war. It also implies that we shall build up a total defense force which integrates our comprehensive capabilities and the will to defend the homeland into the force.4. Strategies to realize the concept of ”All-out Defense” are proposed as follows: general implementation of All-out Defense educational programs; fulfilling the tasks of mobilization preparedness and civil defense; omni-bearing promoting support for ROC defense; and psychological mobilization are the key points to the success of all-out defense.5. ”All-out Defense” is not only a concept, a strategy, a citizen education, but also a defense that is comprehensive, integrated, trust-worthy, and participated by all the fellow countrymen, and we are implementing this concept to safeguard our country.
