摘要

一、「全民國防」是政府多年來一直大力提倡的國防理念，國防最重要的基本任務就是保國衛民，也是培植國力的泉源，維護國家利益的基礎；「國家安全」應是大家共同的語言，「全民國防」是全民共同的責任。二、本文主要採行質性研究之詮釋學方法的理論基礎，藉由有關國防事務與國家安全相關文獻蒐集分析，整理歸納未來有關國家安全的可能發展趨勢與方向。三、綜觀當今世界國家，均已體認全民參與國防的重要性，尤其針對世界各國積極推動全民國防趨勢，希望能提供我國未來建軍與國防推動的參考方向。

1. The ”All-out National Defense” idea has long been promoting by the ROC Government. The fundamental task of national defense is to protect its citizen, to cultivate national strength, and to maintain its national interests. ”National Security” is supposed to be the common language to the people and ”All-out National Defense” is responsibility to all the people.2. This essay takes qualitative research as basis for theoretical explanation, through which data that are relevant to defense affairs and national security can be collected and analyzed so as to understand the trend of national security and its future development.3. Nowadays, countries worldwide have acknowledged the importance of all-participated national defense, especially focused on the trend of all-out defense promoted by states around the world, in the hope that this trend may become references for ROC's military build-up and military buildup in the future.
