摘要

一、「協商代替對抗」、「和平代替戰爭」的新思維，堅守「以臺灣為主、對人民有利」的最高指導原則，循序穩健地推動有助於兩岸良性互動、正常往來的政策措施，務實促進兩岸的協商與交流，為兩岸開創互利雙贏的新局面。二、目前兩岸關係從以往「單向」走向「雙向」，由「間接」走向「直接」，由「局部」逐步邁向「全面」新里程碑。一年半來海基會與海協會共舉行了四次「江陳會談」，總共簽署了十二項協議，達成一項共識。三、兩岸金融監理備忘錄（MOU）於2010年1月16日生效，接著是與兩岸經濟合作架構協議（ECFA）的細部談判，兩岸這一串的經濟協商中，都是朝善意、良性的方向和平發展，值得國人肯定，也是開啟兩岸經濟合作的新機運。

1. For the purpose of turning a new leaf of mutually beneficial and win-win situation for both sides, the new thoughts ”Consultation Instead of Confrontation,” ”Peace in place of War,” and the highest guidance ”based on Taiwan, beneficial for Taiwan citizens” will gradually and stably help promote policies and measures good for cross-strait interactions, normal contacts, and practically facilitate cross-strait talks and exchanges.2. From the previous one-way to two-way, and from indirect to direct, the current cross-strait relations have marched towards a new ”comprehensive” milestone ”Jiang-Chen Talks” between the SEF and the ARATS have been held for four times within the past one and a half years, which signed 12 agreements and reaches 1 consensus.3. Cross-strait Financial Memorandum of Understanding (MOU) took effect on January 16, 2010, which would be followed by cross-strait Economic Cooperation Framework Agreement (ECFA) with detailed negotiations. A series of well-intentioned and benign economic negotiations are all marching toward peaceful development, which is worth appreciated by Taiwan citizens and at the same time creates new opportunity for cross-strait economic cooperation.
