中共「三非作戰」之研析與因應

摘要

在作戰思維與高科技武器不斷創新下，戰爭型態已朝「三非作戰」（非接觸、非線性、非對稱）方向發展，中共為配合此發展趨勢，不論在作戰思維或軍力發展上均日益成熟。尤其中共在戰場空間上由傳統的陸、海、空三維，將之擴大為涵蓋太空、電磁、網路及心理等多維空間；在作戰樣式上重視精確戰、信息戰等多元發展。基於此，國軍在軍事戰略規劃上宜致力於縮短敵我局部戰力差距；在剋制敵信息戰方面，宜發揮我資訊優勢與潛力；在防敵精確戰方面，可從攻勢作戰、主動防禦、被動防禦及戰場管理等四個層面著手。

Under the continuous innovation of operational thought and high technology weapons, the warfare style has steered toward a direction of development to ”Three-non Operations--non-contact, non-linearity, and non-symmetry.” In order to catch up with this trend, the People's Republic of China (PRC) has become more mature in the development of operational thought and military capability. Furthermore, PRC extends its space of battlefields from conventional three dimensions of ground, surface and air into multi-dimensions that cover space, electromagnetic cyber-network and psychological fields. As to the war-fighting style, it emphasizes precision operation, information operation and so on. Base on this, the Armed Forces should put its effort on shortening the gaps of combat capabilities between the enemy and ourselves while planning the military strategy. In order to counter the enemy's information operation, we ought to utilize our potential and information superiority. As considering defending the enemy from using precision operation, four dimensions of this sort are offensive operation, active defense, passive defense and battlefields management.
