摘要

一、冷戰格局所呈現劍拔弩張的臺海情勢，隨著政黨輪替，以及兩岸大三通之後的和緩趨勢，使臺海爆發衝突的可能性已經大為降低。二、強化戰備整備，防衛作戰能力的提升才是確保臺海和平現狀的首要條件，也是提供政府進行兩岸平等對話的重要後盾。三、兩岸要突破軍事互信的困境，必須能夠以新思維與新方法，建構兩岸關係的新論述。四、本文針對過去一年來兩岸情勢發展現況，檢視兩岸戰略態勢的趨勢，提出國軍官兵應有的認知，以強化抗敵意志。

The possibility of war between the two sides across the Taiwan Strait has been greatly reduced in the wake of the detente conducive to Taiwan's party rotation and the start of the ”Three Big Links” between Taiwan and China.2. The fortification of military readiness is Taiwan's first priority so that peace between the two sides could be maintained. It also renders the government important bargaining chips during peace talks.3. The two sides have to break through the stalemate of mutual trust between the two militaries, bring in new thinking and method, and construct a new discourse with regard to the Cross-Strait relations.4. This paper reviews the trends and development of the two sides' strategic postures, and proposes an understanding that the military personnel ought to have with a view to strengthening the will of fighting adversaries.
