摘要

2012年10月，中共將召開黨的第十八屆全國代表大會，屆時中國共產黨不但會產生中央委員、中央候補委員、中央紀律委員等黨職人員，還會產生黨中央與中央軍委的新領導班子。對共軍大軍區正職（中將至上將編階）與副職（少將至中將編階）的將領而言，這是他們五年一遇的機會，也是一生難有的機遇。本文是從制度運作面，探討共軍大軍區正職與副職的現況、退休規定、及在未來的四年中，共軍高層新舊交替中可能的發展。這種發展對共軍、對兩岸、甚至對亞太地區的穩定，都會有或多或少的影響。共軍在幹部年輕化的要求下，年齡是篩選高階人才的第一道關卡；其次是個人的專業表現（專業化）與學歷（知識化）；再次為是否符合「複合型人才」的要求。當然，有無機會突顯個人的能力，以及是否能得到中央軍委高層的賞識，也是能否更上層樓的關鍵。

October 2012 marks the commencement of the 18th Communist Party Congress during which the Chinese Communist Party will decide the appointment of a number of key positions including the Central Committee Member, the Central Committee Member Alternate, and the Central Discipline Committee Member. In addition, the gathering is also expected to name the next Central Party Leadership group and also the new Military Committee. As for the PLA's high-ranking officers(Generals and above) and mid-level officers( Lieutenant Generals and above) in various Military Regions around the country, this once every 5 year event is no doubt an important opportunity of a life time in their military career.This article discusses from the point of view of systematic operation of the current employment structure of the PLA high and mid-ranking officers, furthermore, the regulation with regard to their retirement plan, and the possible development in the change of top military leadership in the near future is also taken into account. Such development will affect to a certain extent the PLA, cross-strait relations with Taiwan, and the stability of the Asia-Pacific region.Under the requirement for recruiting new officers for the PLA, the younger generation has been given prevalence in the selection of high-ranking officers; the intermediate criterion takes into consideration their professional performance(specialization) and educational qualifications( know-how); Lastly, whether the individual qualifies the requirement for being a ”Complex Talent”. And no doubt, whether one receives the opportunity to perform, which can demonstrate their individual capability, and if or not one is viewed upon favorably by the Central Military Committee's high commanding level also decides the promotion process.
