論中國崛起:中、西方國際關係理論的觀點

A Study on China Rising: Perspectives from "Chinese School" and International Relations Theory

摘要


本研究嘗試探討中、西方國際關係學者對於「中國崛起」議題之看法。其中,除了針對西方國際關係理論以及「中國學派」建立之重要內涵予以評介外,亦對於中、西方在「中國崛起」與「和平發展」二種不同立場的理論詮釋加以討論,進而發現當中國融入國際體系並接受國際建制規範時,「形象」建立等軟權力策略的運用,是其向國際行銷和平發展觀點之關鍵要素;另「中國學派」提出「天下體系」觀點,亦有可能成為形塑東亞國際秩序之思維模式。

This study intends to explore differences between the ”Chinese School” and western scholars of International Relations toward ”China Rising”. First of all, this study quotes the research approaches of the ”Chinese School”, neorealism, neoliberalism, and social constructivism, traces the established status and main viewpoints of the ”Chinese School”, and also analyzes connotation of each International Relations theories. Secondly, ”China Rising” and ”Peaceful Development” are different to China and the world. When China's comprehensive national strength is continually promoted, joined most of international organizations and accepted the rules of the international regimes, the serious problem of China is to make her national identity more flexible. That is, in order to obtain the trust of the other countries, China may use ”soft power” to modify her ”image”. Furthermore, the ”Chinese School” is not a mature school, especially the controversies in methodology, and needs to be integrated. In these differences, ”All-under-heaven System” is the most special point among International Relations theories. In East Asia, China wants to take advantage of this thought to build a ”Benevolent Rule” order instead of ”Force Rule” one. This study provides plural perspectives when we inquire ”China Rising”, and find out applicability and limitations of International Relations theories.
