摘要

一、共軍自2007年起，持續推動遠程跨區機動作戰訓練，並利用鐵公路軍事運輸方式，進行多次大規模、多軍種與遠端兵力投送型態之聯合軍演，期能打好、打贏信息化高科技局部下戰爭。二、鐵公路運送為共軍部隊遠端跨區兵力投射基本方式，近年以結合軍事演練，驗證其相關特、弱點，並分析遠程跨區可行性，對於提升戰略投送能力與有效執行多樣化軍事任務，具有重要意義。三、在海、空運輸力量發展相對落後情況下，共軍僅能依靠鐵公路為主，實施各項作戰兵力與戰力投射，亦為近年實施軍事交通演練普遍做法，形成具有其戰略力量投送特色之基本方式。四、中共已循序漸進提高戰略投送能力，在歷經多年建設與發展，遠程投送能力有長足進步，已成為其軍事核心能力，希能未來更朝向全程、遠距、多維、速決等兵力投送目標邁進。

It's the normal way for military transportation exercise recently. As the special ability for strategic power projection.4. PLA have already increased strategic projection ability generally. After many years efforts, the long-range projection ability of PLA have been improved. It has become the militaty core ability. The objective for forces projection in the future will be full-range, long-distance, multi-dimention, rapid-decide.
