摘要

導於2010年12月中旬，北非突尼西亞（Tunisian）市警因取締一名在首都突尼斯無照販售水果的失業大學生，引發一連串警民抗爭，並擴大為反政府與爭取自由民主的浪潮，非洲媒體把此次事件稱為「茉莉花革命」（Jasmine Revolution），又稱「阿拉伯之春」（The Arab Spring），對中東區域及世界都造成重大衝擊及影響。在可預見的未來，中東將同時存在著和平、衝突與抗爭；如何因應解決這個新賽局的衝突而導向和平，則不僅是美國必須面對的21世紀國際政治重大課題，也是中東各國尋求自由民主潮流應努力的課題，更是兩岸未來尋求建立可資期待和平環境所需借鏡的課題。

Started in mid-December last year (2010), when Tunis (the capital of Tunisia) metropolitan police harassed and arrested an unemployed college student for selling fruit without an authoritative license, riots between police and civilians were initiated and later, expanded into waves of anti-government and freedom-struggling movements and spread to almost the rest of Arabic world. The African mass media named these activities the so-called ”Jasmine Revolution” or ”The Arab Spring”. In short, this event has resulted in great impact and influence over not only the Middle East but the entire globe.One can expect that peace, conflicts, and confrontations may co-exist in the Middle East region in a foreseeable future. How this world, not the United States alone, would respond and resolve such concern has become an imperative challenge, especially to the international political arenas in 21st century. The resolution to this subject should also provide those who are working on cross-Taiwan Strait peace-making issues with valuable lessons.
