一、軍事決策程序是輔助指揮官及參謀們決心產出的一套工具,它內在蘊涵的是協助在進行決策時「如何思考」,卻非「關鍵性思考」(critical thinking)。二、指揮官與參謀們最後的決心是進行「如何思考」(how to think)後的集體成果,試問此決心即是正確的決心嗎?換言之,我們又如何知道我們的思考是否正確?那麼即需知道「什麼是思考」(what is thinking)。三、「關鍵性思考」是結合進行思考的要素及學術性的檢證標準,訓練思考者在進行思考程序之同時,能朝向正確的思考,使產出正確的決策或決心。四、在運用軍事決策程序以產出「最佳行動方案」集體成果時,參與者能結合運用「關鍵性思考」,可提升行動方案之可行性與適切性。
First, the military decision-making process is a set of tools to assist commanders and staff officers making decisions, its inherent implication is to assist the decision makers ”how to think”, not to make a ”critical thinking”.Second, the commander and staff officer's final decision is the collective result of ”how to think”. But, is the decision a correct one? In other words, how do we know that our thinking is correct? So we need to know ”what is thinking”.Third, the ”critical thinking” is a combination of elements for thinking and the academic standard set of validated. It trains the thinkers towards the correct way of thinking and making the right decision or determination while conducting the thinking process.Fourth, if the participants combine the use of ”critical thinking” and military decision-making process to output” best course of action” may enhance the feasibility and suitability of the course of action.
