中共興建「藏木水電站」之戰略涵義
The Strategic Implication of PRC's "Zhang-Mu Water Power Station"
摘要
水資源的利用與開發，自古以來皆是人類文明發展不可或缺的要素。近年來，全球氣候異常變遷，生態環境改變及糧食短缺的問題更加凸顯水資源的重要性，水資源的分配與管理將是本世紀國際間必須重視的問題。跨境水資源的分配與運用在國際間尚未有權威的相關的法源依據，當國際間產生水資源分配問題時，僅能彼此之間簽訂條約或由國際機構從中斡旋。雅魯藏布江是中國大陸西部地區水資源蘊藏量最豐沛的河流，中共在主流上建設了西部地區發電量最大的藏木水電站，此舉引發了位處下游的印度嚴重抗議，讓原本存在邊界問題的兩國關係更加惡化。在水資源分配受制於中共的情況下，印度將更積極的與周邊或西方國家爭取聯盟，以尋求在經濟與軍事上縮短與中共的差距，並使中共在國際地位的穩固上形成威脅。水資源的議題雖然造成了國家間的緊張關係，但亦是促成水資源共享國之間談判的契機，對區域安全未必形成負面影響。

The utilization and development of water resource has always been critical elements to human history. Global weather has been radically changed and led to a drastic food shortage and Eco system unbalanced in recent years. These facts reveal the extra importance of water resource and the truth that this resource is becoming equally important as other fossil fuel. Proper distribution and management of water resource will be the subject for this century and future time for sure. Inter-border water resource distribution and management has not been regulated by any international law and disputes can only be resolved through mutual treaty signing or international talks.Brahmaputra River is the richest water body located at the western region of China. The construction of Zhang-Mu Water Power Station, the largest one at the region constructed by the PRC at the upper stream of the river has generated India's, which is located at the down stream, serious concerns and thus worsen the pre-existing border issue from both PRC and India. With the fact that PRC is controlling the majority of water resource, India is actively seeking alliance with adjacent and western nations in order to supply the military and economic gap with PRC. as well as to undermine PRC's international credibility. Though the construction of Zhang-Mu Water Power Station by PRC may have a impact on regional security, however, this may also be a great opportunity to bring both PRC and India to negotiation for future regional security development.
