從美陸軍作戰要綱準則沿革探討美軍作戰思想演進

摘要

美國陸軍作戰思想的演進與美軍當時的準則發展、威脅來源、作戰任務與戰場環境等方面息息相關，尤其是作戰要綱準則完全顯現美軍的作戰思維。自1970年代中期至目前為止，美軍陸軍作戰要綱準則共已實施8次的編修改版，同時也反應出美軍當時的作戰思想主軸，以及對戰爭與軍事行動的體認。在作戰思想發展沿革上，可區分「空地整體作戰」、「全維作戰」、「全方位作戰」及「統一地面作戰」等四個時期，以適應當代的作戰實需。國軍現行陸軍作戰要綱準則係為民國88年頒布，期間，國軍歷經精實案、精進案及精粹案等重大組織改革。此外，中共解放軍軍事現代化建設在此期間也獲得許多重大的成就與改革，對國家整體的戰略環境產生重大的衝擊，因此，現行準則是否符合及適應我陸軍當前的作戰思維，殊值國家深思與探討。

U.S. Army's development of Military thinking is affected with doctrine, threats, operational missions and environment at the time. Field Manual(FM) besides, and Operations doctrine fully show the thinking of U.S. military operations. From the mid-1970s to the present date, the U.S. Operations doctrine have implemented eight main revision, which also reflect the U.S. Army's Military thinking and the recognition of war at the time. U.S. Army's Military thinking consists of the categories of AirLand Battle, Full Dimension Operations, Full Spectrum Operations, and Unified Land Operations.Our Army's current Operations doctrine was published 14 years ago. During the time, we had conducted some significant reforms of the structure of Armed Forces. In addition, PLA's military modernization has reached a great achievement at the same time, which has huge impact to our national security. As a result, it is vital for ROC military to ponder and explore whether the existing Operations doctrine conforms and adapts to the current operational concepts of ROC Army task.
