共軍「三戰」功能與運用之探究

摘要

中共第五代領導人習近平指示共軍，「能打仗、打勝仗是強軍之要。」及《中國武裝力量的多樣化運用》白皮書強調，「立足打贏資訊化條件下局部戰爭」。隨著資訊化戰爭的到來，不再強調大規模毀滅敵有生力量，而是在於屈服敵人意志。故共軍對敵開展「輿論戰、心理戰、法律戰」，就成為「不戰而屈人之兵」的利器。2010年8月共軍修訂《政工條例》，明確提出「加強政治工作資訊化建設，開展『三戰』，發揮政治工作作戰功能。」故共軍「三戰」功能與運用，我方應重視與警惕。

Furthermore, China's Defense Report 2013, ”The Diversified Employment of China's Armed Forces,” also points out that soldiers must win local wars in informationized conditions. The feature of informationization warfare is to sap an opponent's will without massive destroy the enemy's effective strength. The PLA conducts ”three warfares” (public opinion warfare, psychological warfare and legal warfare), and pursuits to subdue the enemy without fighting. According to the ”Regulations of the CPLA on Political Work” published in August 2010, it emphasizes the importance of using information means to carry out political work, and to use ”three warfares” in order to show the function of political warfare. The ROC's Armed Forces should pay high attention and watch out PLA's ”three warfares” steps.
