摘要

戰爭型態係指在某一段時間或空間中，對於戰爭要素如戰爭本質，國家人民、軍隊組織、作戰思想、作戰工具及作戰方式等綜合表現的一種外在形式。戰爭型態的發展受政治、經濟、科技、戰略等因素影響，目前已發展至資訊化的戰爭型態，其中1991年的波灣戰爭為一重要轉捩點。面對戰爭型態的發展，國軍應持續人才培養、建立非對稱作戰能力、創新軍事理論以順應戰爭型態的改變，並須持續關注中共對於未來戰爭型態的認知與實踐，期能預判其軍力發展方向及臺海作戰模式。

The form of war refers to the external manifestation of the combined representation of various elements of war, such as the nature of war, countries and peoples involved, organization of armed forces, operational guiding principles, operational implementation and modes, within a certain period of time or space. The development of the form of war is influenced by factors like politics, economy, technology and strategy. Currently the form of war has become informationized, and the 1991 Gulf War was a critical turning point. Facing such a development in the form of war, the R.O.C. Armed Forces should keep cultivating talents, establishing asymmetric warfare capabilities, and innovating military theories, in order to cope with the change in the form of war. Also, it must keep paying attention to China's cognition and practice of future form of war. in order to predict China's military development as well as its cross-strait operational modes.
