To promote military transparency, China released defense white paper named "China's military strategy" that has drawn widespread concerns around the world. The white paper has the following primary characteristics: explicitly defining new missions and strategic tasks of China's Armed Forces, providing a broader implication on the military strategic guideline of "active defense", preparing the military struggle with focus on "winning local wars under conditions of informationization", for the first time, disclosing the "force development in critical security domains", establishing a well-rounded joint operational command system, recognizing "the safeguard of maritime rights and interests as a long-standing task", and for the first time, mentioning "the areas crucially associated with overseas interests", and adjusting the naval strategy. These characteristics have raised serious doubts and wariness in the surrounding countries which not only will impact on the regional security and stability, but also threaten the national defense security of ROC and thus reduce ROC's international space.
