A provincial military region (PMR) of People's Liberation Army (PLA) military establishment is a first-level military organization in the provincial administrative region, and it is under the leadership of the provincial party committee and local government. In the relations between the armed forces and local governments, the leader of the PMR holds the position of standing committee member within the provincial party committee, participates in decision-making on major local issues, and assists local socioeconomic development. In 2013, Xi Jin-Ping conducted the military reform and granted new missions to the PMRs. In the coordination between the Communist Party of China (CPC) and the local government, they have become the representatives to accomplish the policy and directives of the CPC's Central Committee, the Central Military Commission and Xi Jin-Ping. The impact of this functional development on the relationship between the military and local governments deserves our attentions. This article first discusses the background of the PMR establishment within the PLA. Secondly, to understand the relations between the standing committee, the military and local governments, it moves to discuss the coordinate functions of the PMR. Finally, the article investigates the dilemma of coordination between the military and local governments.
