評析美國國防部面對氣候變遷之戰略思維與對我之啟示

氣候變遷已成為世界級危機，中美雙方於聯合國氣候變化綱要公約第26次會議發表聲明表示願意共同採取行動。拜登上臺後注重環保議題，同時也關注經濟發展，3月公佈的INSSG顯示美國已將氣候變遷危機，轉化為國際外交及經濟擴張的機遇，美國各部會相繼提出行動計畫因應，而美國國防部早在2016年已著手進行，以教育及科技為基礎，致力於從計畫到武獲上的減碳行為，也倡導國際合作共同強化韌性，惟進展有限；我國軍在平時充實精練的戰備訓練中已奠定緊急應變的基礎，再加上軍隊長期以來的高效率與可信度，若能強化與其他部會、民間單位的相互操作性在應對氣候變遷所帶來的複合式災害時，將會更安全且具效率，未來進一步配合外交政策，與友盟國家或民間組織合作。

The Department of Defense is focused on fostering educational concepts to expand development and reduce carbon emissions, beginning in 2016, while increasing international cooperation. However, the DOD's efforts at the international level are limited. The ROC's armed forces have extensive national security capabilities with high levels of effectiveness and credibility. By increasing cooperation with national institutions, it will improve national security in a climate change environment.
