美「中」印太海洋戰略競逐與我國因應之道

U.S.-China's Strategic Maritime Competition in the Indo-Pacific Region and Taiwan's Possible Responses

摘要


2023年美國太平洋軍事部署逐步產生轉變,加之中共軍力不斷擴張的海洋戰略,凸顯美國在第一島鏈的戰略收縮,印太區域戰略局面持續傾斜。本文研究目的在於分析美「中」兩國海洋戰略的策略與意涵,進而探求對我國海洋戰略安全與利益之影響。美「中」海洋戰略競逐的本質,隱含印太地區維穩與維權的質變效應,與合理行動報酬講究實惠等潛在內涵。因此,適時調整對外政策或行動方針,則是能否獲得相對收益的關鍵守則。研究發現我國應彈性調整國家戰略高度,依政治光譜所需平衡參與各方行動,同時形塑多方非零和的競合框架,從而創造有利條件,以持續平衡的策略姿態維護國家安全與區域穩定。

In 2023, the significant change in the U.S. military deployment in the Pacific Ocean and P.R.C.'s expensive maritime strategy highlights the intensifying strategic contraction of the U.S. is in the first island chain, which has already tilted the strategic situation. This study analyzes the U.S. and China's maritime strategic tactics and implications to explore the potential impact on the R.O.C.'s naval strategy, security, and interest. The underlying metaphor for U.S-China maritime strategy competition implies the qualitative change in maintaining stability and protecting national interests in the Indo-Pacific region and other underlying connotations that reasonable action rewards with practicality. Hence, adjusting foreign policies or action plans as needed is the essential rule to obtain relative gains. This study has found that our country should adjust national strategy elevation to balance participation in the actions of all parties according to the political spectrum. It should improve the military communication mechanism and shape a new multi-party non-zero- sum coopetition framework. Furthermore, it creates more favorable conditions for national security and regional stability.
