摘要

荀子的政治思想乃然不離「人治重於法治」的儒家傳統，他十分強調「有治人，無治法」，由「道德純備、智惠甚明」的聖王君子來發明制定並施行禮義法度，才能恰如其分地發揮應有的功效。然而，這並不代表他是一位「唯君是當、非君不從」而漠視人民福祉的君本論者；反之，他是一位「從道不從君」，以人民福祉為優先考量的民本論者。

For ruling a nation state, Xun zi emphasized that the sovereign was more important than the law. There only had the superior sovereign not the superior law. It was better to let the superior sovereign who was full of morality and intelligence to make the laws and set in motioin. Although that, it didn't mean Xun zi neglected the benefit of people. On the contrary, the same as the Confucianism of Confucius and Mencius' hypothesis, he thought the people as the foundation of the nation state.
