新竹縣特色產業發展與地方財政規劃之研究

摘要

本研究首先從「研究背景與動機」出發，旁徵博引都市發展的演進、策略的規劃、地方財政問題，再延伸至都市與城鄉之間的連結。其次，選取新竹縣詳加個案分析，導出縣府財政嚴重吃緊，轉向專注於開源節流，催化特色產業發展，同時創造未來新興產業優勢，包括：國際綠能智慧園區、國際科技文創園區、生物園區及觀光旅遊產業與精緻休閒農業。最後，縣政府明確勾勒「打造希望、亮麗、科技城」的發展藍圖，俾加速傳統產業脫胎換骨，開創藍海願景，並彙總歸納本研究的結論。環觀世界地方自治的趨勢，地方首長對縣市政府經營效率與政績表現的良窳，誠為「治理績效（governance performance）」的關鍵指標之一。在計畫推動理念上，尤需聚焦追求永續發展、環境生態、文化歷史、經濟力、競爭力、執行力等潮流結合之趨勢，甚至成為在地化與全球化接軌之重要觸媒。所以，中央與地方的財政劃分，必須更明確且充分授權於地方，中央則竭盡監督與協助的角色，達到雙贏局面（win-win solution）與最佳化的整體解決方案（total solution）。唯有如此，才能遂行高效率分權而治，並對社會經濟發展續創最大的總體效果。

This study started from the research background and motivation, illustrating evolution of urban development, strategy planning and local fiscal problems. And then it explored the connection between the urban and the rural. Hsinchu County was selected as the case study which clarifies how the local government takes actions to reverse its severe financial situation. Hsinchu County Government commits to catalyze the redevelopment of distinctive industries, including the International Green Energy Intelligence Park, the International Science and Technology Park for Cultural and Creative industry, the Biological Park, tourism industry and refined leisure agriculture. Ambitiously, the council government aims to build a hope, bright, science and technology city. Finally, this research concluded with a development blueprint which not only to upgrade traditional industries but to create new industries based on blue ocean competitive advantages.As a trend of local governance worldwide, governance performance is a critical indicator to evaluate the operating and policy performance of the city and council government. Sustainable development, environment and ecology, culture and history, economic power and competitive execution tend to be key concepts to promote government programs. The whole comprehensive combination of each concept plays an important role to connect localization and globalization. Ideally, local government is authorized to manage its specific budget allocation. The central government takes responsibility to supervise and to assist the local. A win-win solution and total solution rely on cooperation to enforce high efficient decentralization which brings greatest overall effect to the social and economic development.
