台灣社區之主要照顧者對智能障礙者醫療福利之認知與利用初探

The Recognition and Utilization of the Main Carers of Persons with Intellectual Disabilities toward the Health and Social Welfare Services in Taiwan

摘要


目的:本研究主要目的在於探討台灣地區接受社區型照顧的智能障礙者之主要照顧者對政府所提供之身心障礙醫療福利的認知與利用情形,藉以暸解身心障礙醫療福利的提供是否適切的落實推行。方法:以內政部民國八十九年底領有身心障礙手冊的智能障礙類為研究母群,以系統抽樣方式,進行郵寄問卷調查,有效問卷回收1,071份,後經選取居住地為家宅的智能障礙者為研究對象,共945人。結果:有47.3%的主要照顧者表示其家庭每月的收支狀況為支出大於收入,而醫療福利補助的利用項目中,以得到全民健保保費補助為最多(45.1%),在醫療福利補助的認知方面,大多數的主要照顧者表示他們並不是非常清楚相關規定,僅對於全民健保保費的補助辦法認知較多;從單變項分析發現,主要照顧者對補助的認知程度與是否利用補助有顯著的相關。結論:智能障礙者的主要照顧者在利用身心障礙福利補助方面,最大的利用障礙在於缺乏對相關補助訊息的認知,以及對相關的補助資訊和內容不瞭解,因此在身心障礙醫療福利政策的推行,應加強相關資訊的提供與宣導。

The aims of this study were to explore the recognition and utilization of the main carers of persons with intellectual disabilities (ID) toward the health and social welfare services in Taiwan. A structured questionnaire involved 945 informants of the main carers of persons with ID who lived in community in Taiwan. The research found that there were 47.3% informants' families total income could not meet their families' expenditure per month. The most frequent utilization of the social welfare service was the National Health Insurance premium (45.1%). With regard to the recognition of social welfare services, most of the informants were met families with the details of services package. The level of recognition toward social welfare service was related to its utilization. The main reason of inaccess to the utilization of social welfare services was lacking of adequate information. Therefore, the authorities should enforce the effective communication channel to ensure people with ID and their families receive adequate social services.
