摘要

目的：本研究主要目的乃在分析台灣地區身心障礙福利服務機構之資源分佈利用情形。方法：以描述性統計分析2004年內政部「台閩地區身心障礙福利服務機構概況與工作人員數一覽表」資料。結果：研究結果顯示台灣地區每十萬人口中約有54.9床的身心障礙機構住宿資源，每仟位身心障礙者有13.7床的機構住宿資源，平均的機構住宿資源的佔床率約為81.3%；在日托資源方面，台灣地區共有7,683人身心障礙照顧容量，平均每千位身心障礙者有8.5個日托照顧人次的服務容量，平均的日托資源利用率為71.4%。研究資料對有各縣市的資源分布與利用情形有進一步的分析比較。結論：本研究為少數針對台灣身心障礙福利服務機構之資源做一分析與比較，未來研究可以針對本研究結果進而深入探討各縣市資源分布與利用之差異與原因，以作為身心障礙福利服務資源分配之參考。

Aims: The purposes of the present paper were to examine the welfare service resources and distribution for people with disabilities, particularly in the analysis of the resource of the institutional residence and day care services in Taiwan. Methods: We analyzed the service resources based on the data of The Profile of Disability Service Institutions and Personnel in Taiwan in 2004 which were published by the Ministry of the Interior, Taiwan. Results: We calculate the disability resource with the general population, there was 54.9 institutional residential beds per 100,000 general population in Taiwan. Comparing the institutional care resource to the population with disabilities, there were averagely 13.7 beds per 1,000 persons with disabilities in Taiwan. The average use rate of the institutional care was 81.3%. In term of the day care resource, the results shown that the overall service capacity of day care was 7,683 clients with disabilities according to the data of the Ministry of the Interior in 2004. The data illustrated that there was an average of 8.5 clients in service capacity per 1,000 persons with disabilities. The utilization of day care services showed that the overall use rate was 71.4%. We also calculated the distribution of residential and day care services in different geographic areas in Taiwan. Conclusions: The present study was the first study to examine the distribution of disability welfare resource in Taiwan. The further study should follow the results to analyze the affected factors of uneven disability welfare distribution in Taiwan.
