世界衛生組織“國際功能、身心障礙與健康分類系統(ICF)規劃與推動”架構之認知態度調查

我國身心障礙者權益保障法第五條規定將於民國101年全面以世界衛生組織國際功能、身心障礙與健康分類(ICF)系統做為身心障礙者鑑定之依據，在政策實施前，相關政府部門即分別依據其行政責任分別以科技研究或行政案等型式，委託各界專家學者研擬鑑定執行細則及鑑定相關試辦計章，期望在五年之間逐步完成一套以「世界衛生組織的國際功能、身心障礙與健康分類系統(ICF)」為基礎的身心障礙者鑑定制度。本研究目的即在瞭解位居醫療專業領域的專家學者們對於我國即將要以WHO_ICF系統做為身心障礙者鑑定制度之依據的主觀態度為何，並進一步瞭解他們對WHO_ICF系統的認知情形。本研究採橫斷式的調查研究，本調查研究樣本為參與2009年2月份(2009/2/9~2/25)所有會議之專家委員及社福機構代表，研究工具為自擬式的結構性問卷，共計有效問卷為68份。研究結果發現尚有約20%的醫療專業及社福代表並不知道「『國際健康功能及身心障礙分類系統ICF』已明列於我國身，這障礙權益保障法當中，將作為未來的身心障礙鑑定依據之一」，表示政府的政策或政令宣導應該還有努力的空間。有41.21%的人認為醫師除了在身體功能與結構層面中扮演鑑定角色，在其他層面仍能執行鑑定功能。對於「以WHO_ICF Checklist（只到第二層限定位之編碼）架構發展應該足夠診斷身體結構與功能」有40%的人表示沒意見或不確定，顯示在是鑑定實際執行狀況還存有許多討論空間。進一步分析其認知態度差異，發現臨床醫師、學者或社會福利團體代表對WHO_ICF系統的認知態度情形無統計上顯著差異。

Taiwanese government legislated disability evaluation based on ICF (International Classification of Functioning, Disability and Health) framework in July, 2008. Before enforcing the ICF policy to identify people with disabilities, there are not many studies conducted in Taiwan. The aim of this study is to understand the perception of health care professionals on planning and implementation of ICF in Taiwan. A cross sectional study recruited 84 person-times to participate the ICF meetings during February 9, 2009 to February 25. The participants included medical care professionals (medical physicians or academics), disability and social welfare representatives. A structure questionnaire was used in this study. There are 68 valid questionnaires responded. The results showed that there were 20% samples expressed that they had no idea for Taiwanese government legislated disability evaluation based on ICF framework at all, 2008. There were 41.21% of samples agreed that the physicians can work on disability identification on activity or environmental parts of ICF framework except for body function and structure. Generally, there was not significant difference of perception of JCF between medical physicians and the representatives of social welfare organizations.
