This is a case study to explore the process of a local environmental education group empowering a rural community in the east of Taiwan. The study collected data mainly by participant observation, partly by interviews and document review. For the development of environmental education empowering a rural community, it is found that: (a) inspiring farmers' emotion of their land is a key factor; (b) practical works in daily life could be utilized as environmental education subjects for peasants; (c) dialogue could enhance peasants' action competence; and (d) environmental educators in rural areas should be collaborators but not advisors. According to the results, recommendations for future environmental education development and instructional practice in rural areas of Taiwan were provided.
