Public hospitals are obliged to follow the Government Procurement Law in pharmaceutics procurements. The procurement methods include open tendering, selective tendering, and limited tendering, and the contract is awarded based on the lowest quotient of price, most advantageous tender or most advantageous tender applicable, etc. In the past, the public hospitals adopted opening tendering procedure or limited tendering procedure in joint pharmaceutical procurement and decided the contract on the lowest quotient of price. Open tendering is simple in operation and whoever that provides the qualified item might participate in the bid; however, contract award criteria on price alone may easily lead to vicious cycle of low-priced bid competitions that neglect the quality of procured medications, which call into question the quality of medical treatments and patients' right. The Taipei City Hospital pioneered the adoption of the most advantageous tendering in joint pharmaceutical procurement. This action improved procurement efficacy, ensured quality of procured drugs, increased overall profits and led to desired procurement goal. The achievement is highly appraised by peers in the industry.
