臺灣社會在面臨高齡化及少子化的挑戰,造成老年及失能人口不斷增加,加上社會家庭結構改變,導致家庭照顧人力缺乏,如何運用社區能量形成互助關懷的氛圍是一項重要議題。本文將探討北市士林舊街慈悲關懷社區發展經驗,如何應用國際最新的慈悲城市憲章精神,形成一個從出生到死亡的關懷社區模式。透過結合臺北市立聯合醫院在社區所舉辦的神農樂活棧、老人共餐及居家醫療等基礎,加上結合社區各類機構組織的合作與年青世代參與,試圖在臺北市士林區具有悠久歷史的老化社區,建構出一個從慈悲關懷社區的典範。透過結合社區傳統人文關懷、整合社區內現有社會網絡、提供全人關懷照護的活動宣導、進行跨越世代的生命智慧交流。本案例透過公共衛生的方式,推動與普及安寧以及生命末期照顧之識能,期能透過分析北市慈悲關懷社區建構之經驗,提供臺灣醫界、社福界以及政府推動政策和長照發展參考。
Taiwan society is facing the challenge of aging and low birth rate which keeps the number of elderly and disabled people increasing. Besides, the alterations of social and family structures have led to a lack of human power for family care. Thus, how to make use of the capacity of the community to form an atmosphere of mutual helps and compassion is now an important issue for discussion. This article aims to explore how the spirit of the latest international Compassionate Community Chapter may help to form a model of womb-to-tomb compassionate community, and the experience of developing a compassionate community in Shilin Old Street, Taipei. With the basis of Shennon Lohas House, congregate meal service for senior citizens and home care program provided in the community by Taipei City Hospital, we integrated the organizations of the community as well as the participation of young generations, attempting to construct a paradigm of compassionate community in an aging community with a long history in Shilin District, Taipei City, through the combination of traditional humanistic care, integration of existing social network in the community, promotion of campaigns providing holistic care and communication of life wisdom between generations. In this program, we promoted and popularized the literacy of palliative care and end-of-life care through public health. We expect to provide a reference for policy promotion by the Taiwan medical community, the social welfare community, and the government through the analysis of the construction of the Compassionate Community in Taipei.
