建構與時俱進的高效友善注射環境-宇美町式疫苗接種法

摘要


2021年5月中旬,臺北市萬華區出現不明感染源新冠肺炎本土病例,確診個案數迅速增加,導致最嚴重的社區感染事件,臺北市疫情嚴峻多變,臺北市立聯合醫院因應不同族群需求的大規模疫苗接種,中興院區引進日本宇美町疫苗接種模式,以民眾不動醫護移動方式,提高服務品質與效能。服務對象配合中央政策,每日彈性調整,從無障礙高齡友善環境,到高效快打服務,精實流程、人力、動線規劃,建構兼顧效率與品質之疫苗接種環境。中興院區發揮醫院高韌性靈活調度的能力,將來自日本宇美町的疫苗接種模式彈性運用,本文就場地設計、人力配置、注射效率、服務品質與特點分析經驗分享,提供疫情變化之因應參考。

In May 2021, local Coronavirus disease 2019 (COVID-19) cases of unknown origin appeared in Wanhua District, Taipei City, and the number of confirmed cases increased rapidly, leading to the most severe community infection incident. To cope with the need of large-scale vaccine injections, Taipei City Hospital Zhong Xing Branch introduced the Umi Machi injection method, characterized by moving the medical team without moving the patients, to improve service quality and efficiency. The target subjects to be serviced were adjusted flexibly every day in accordance with the governmental policy. A better design of processes, human resources, and patient flow help build a vaccination environment that considers both efficiency and quality, including a barrier- free and age-friendly environment to an efficient and fast-paced service. Zhong Xing hospital fully utilizes the hospital ability of high resilience and flexible scheduling and applies the Umi Machi injection method flexibly. In this article, we analyze and share the space design, human resources allocation, injection efficiency, service quality, and characteristics to provide a reference in response to changes in the pandemic.
