網路援交行爲與預防對策之探討
An Inquiry and Probe for Internet's Dollar-Sexualized Behavior and Its Preventive Policies
摘要
隨著現代科技不斷進步以及網際網路的大眾化，台灣上網人口成長迅速，青少年透過「網路」資訊科技，來從事休閒娛樂或獲取知識，本有寓教於樂及增廣見聞的正面價值。然「網路」若被有心者不當使用或有意從事不法勾當行爲，則會對社會造成負面影響。在「性自主」不當銓釋下，現在學生的性觀念十分開放，認爲社會風氣多是笑貧不笑娼，青少年普遍認爲「網路援交」是個人選擇，並且是靠自己能力賺錢，也由於這種錯誤觀念，使得許多青少年就算從事援交也不怕告訴他人，更不擔心被同學看不起，造成網路援交氾濫，形成嚴重社會問題。本文目的，是希望透過對「網路援交」行爲的瞭解，來研析爲何網際網路會促成援交在現今台灣社會興盛不衰的原因，及有無確實有效的預防對策和方法，可減少或根治此種犯罪行爲的發生。在本文中，對於「網路援交」的預防對策，筆者特別從「家庭」、「學校」、「社會」、「政府」等四個面向來分析探討並提出專業看法，希望能有助於紓緩此項問題。

In company with progressive modern technique has developed daily, and then the facility of the internet-web has commonly applied, that the Taiwanese web population is rapidly growing nowadays. Through the informational web technique, teenagers may gain entertaining amusement or appropriate knowledge which is positive and beneficial for their educational cultivation and intelligent development. However, some of people who are in improper concepts or malicious intentions and illegally use it as a selfish or even a criminal tool. This irresponsive movement has taking the society into a negative effect. With inadequate interpretation of ”self-decision of sex”, the current students' thinking for sex is open and bold, they conceived that the social tendency has oriented into snobbery and greed. The teenagers commonly thinking that ”Internet's dollar-sexualized” (Enkou in Japanese)is just an individual choice, they even thought that it's an ordinary way to make money for themselves. Under such mistaken concept, many teenagers do not feel shame to tell people that they are putting themselves on ”Internet's dollar-sexualized” Since they even don' think this behavior may be deemed as an inferior act by their classmates, so the ”Internet's dollar-sexualized” overflow and eventually form a troublesome problem of society. This article is hereby contemplated, to understand what fundamental reasons are with Internet's dollar-sexualized behavior, in order to research or analyze why the Internet's dollar-sexualized behavior was prevalent through electronic web in Taiwan, and if any preventive method or policy may be taken to reduce or stop such criminal behavior. Within this article, relating the prevention of Internet's dollar-sexualized behavior, I, the author has analyzed and probed from four aspects of ”Family”, ”School”, ”Society” and ”Government” and in an attempt to propose some professional solutions. I hope that my concrete suggestions may really make a contribution to this problem.
