定額進用政策對身心障礙者就業促進影響之研究

A Study of the Quota Policy on Impact of Employment Promotion for Disabled Person

摘要


本文經由文獻回顧及次級統計資料分析,論述我國定額進用政策發展現況與困境,並就政策及價值兩方面提出省思及建議。於政策方面:(1)定額進用的比率修訂;(2)未足額進用的處置方式,在價值方面:(1)反歧視;(2)公部門典範。落實身心障礙者之工作權保障,不僅是強制雇主配合就足以達成,政府需有良好的激勵措施與公共政策,加上公眾信念的反歧視才有可能逐步實現;國內保障身心障礙者就業的服務已有初步基礎,後續的推動及執行,期使各方的努力與投入,讓身心障礙者於工作中找到自我價值。

This Study had been to take literature review and secondary statistical data analysis, to expound the quota policy development current situation and predicament, and to make recommendations on policy and value. policies: (1)revised for ratio limit of fixed into use, (2)the manner of disposal, that it was not sufficient number; value: (1) anti-discrimination, (2)a paradigm of the public sector.The implementation of work right for disabled persons, it had not only forced employers to fit enough, but also which had good incentives and the public policy of government, coupled with the public belief in the anti-discrimination that had been possible to achieve gradually; disability employment services for domestic protection that had initial foundation, and the follow-up promote and the implementation that had been by the efforts of the parties and inputs, so that disabled persons had to find self-worth at work.
