探討台灣人口高齡化與健保支付的關聯性

台灣已逐步進入高齡化社會，健康照護、醫療保險成為許多人關注的議題。醫療行政是政府、醫院、醫師、藥物、患者醫療保險（花費）這六大因素配置，達到資源最佳配置與多贏的局面，降低醫療工作人員的負擔，更容易做出精準的醫療判斷，為此本研究之動機。台灣人口快速高齡化與醫療需求大幅增加，高齡化社會與健保制度的聯結成為民眾所關心的議題；應用健康醫療的顯學，為醫療安全把關及學術研究成果的增進，同時提升高齡民眾對醫療資源浪費的認知，為本文的預期。未來影響台灣經濟面向的人口議題，是人口年齡的結構變化。人口老化將導致健康照護，社會保險及福利支出的增加，造成國家整體財政負擔加重，進而使得年輕世代勞動者負擔變大。因此，人口高齡化帶來國家社會面臨更多挑戰，透過政府政策推動提高高齡人口的社會價值，並為健保制度之永續提供建議。

Taiwan has gradually evolved into an aging society. Healthcare and medical insurance have become concerned issues for many people Healthcare administration is the allocation of six major factors of government, hospital, doctor, medicine and patient's healthcare insurance (expense). Motive for this research is to reach optimal resource allocation and win-win situation as well as to lower healthcare workers' burden so that they are able to make precision healthcare judgement easily. Nowadays, Taiwan' s population is aging speedily and needs for healthcare have increased dramatically. Connect ion between an aging society and healthcare insurance system has become people's concerned issue. Therefore, this article is expected to achieve safeguarding of medical care safetyand enhancement of academic research results through application of the prevailing science of healthcare while, in the meantime, strengtheningelderly people's awareness of waste sin medical resources. Going forward, population issue affecting Taiwan's economy will be structural changes in population age instead of changes in population quantity. Aging population will lead to increases of expenditure in healthcare, social insurance and welfare as well as aggravation on the nation's overall financial burden and increased burden for younger generation workers. Consequently, aging population brings even more challenges to the nation and the society. We therefore would like to increse elderly people's social values through the promotion of government's policy, and provide suggestions on the sustainability of health insurance system.
